The year’s Katherine A.H. Graham Lecture at Carleton University is entitled Aboriginal-Canada Relations: From RCAP to 2016 and will be presented by Paul Chartrand of the Indigenous Peoples’ Counsel (IPC) of Canada’s Indigenous Bar Association.

Chartrand, a former law professor, is the author of numerous publications about the law and policy of states respecting Indigenous peoples. He was a member of the Royal Commission on Aboriginal Peoples (RCAP), Manitoba’s Aboriginal Justice Implementation Commission and Canada’s Aboriginal Healing Foundation.
In this presentation, Chartrand will address his experience serving on the federal RCAP, providing insights into the work of the commission, including its public hearings. The issue of judicial development and interpretation of law pertaining to Indigenous people outside the federal Indian Act will be considered in light of contemporary political action and litigation, including the Daniels case.
This lecture is held in co-ordination with the Carleton University Institute on the Ethics of Research with Indigenous Peoples (CUIERIP) and intensive graduate programs in Indigenous Policy and Administration (IPA). More information about this event available here.

Established in 2009, the Katherine A.H. Graham Lecture on Aboriginal Policy provides a vehicle for examining a wide range of policy issues, cases, models and tools related to First Nations, Métis and Inuit communities across Canada. The university annually invites a noted leader in the Aboriginal community, the non-profit sector, government or business to present a public lecture on Aboriginal policy.
Katherine Graham served as dean of the Faculty of Public Affairs from 2003 to 2009. This lectureship honours her deep commitment to the sustainability of Aboriginal communities through public policy and citizen engagement.
