Dr. William Cross, The Hon. Dick and Ruth Bell Chair for the Study of Canadian Parliamentary Democracy, will moderate a roundtable on the implications of coalition governments for Canadian politics.

The roundtable will feature:

  • Dr. Kaare Strom, one of the world’s leading experts on coalition governments, who will relate lessons learned from European experiences. Dr. Strom is a professor of political science at the University of California in San Diego and editor of the book Coalition Governments in Western Europe.  
  • Dr. David Docherty, dean of arts at Wilfrid Laurier University and author of several books on Canada’s Parliament, will speak about how coalition governments might fit within the traditions of Canada’s political institutions.  
  • Senator Hugh Segal, one of Canada’s most seasoned and astute observers of our democratic practice, will comment on the political implications of coalition government for Canadian parliamentary democracy.

Background:
“The possibility of a coalition government captured the attention of Canadians this winter,” notes Dr. Cross. “The continued likelihood of minority election results suggests that calls for coalition government may become more commonplace. It was obvious last December that there is a general lack of familiarity among Canadians with how coalitions work and how they might fit with our parliamentary practice.  This is why I have organized this event.”

This is the first event sponsored by The Hon. Dick and Ruth Bell Chair for the Study of Canadian Parliamentary Democracy, which resides in the political science department within the Faculty of Public Affairs. The chair is charged with initiating courses and conferences to promote a better understanding of the dynamic and ever-evolving Canadian parliamentary system.

“Carleton has a well-deserved reputation as a leader in the study of Canadian politics, partly due to our strategic location in the nation’s capital and because of the wealth of expertise we have in our department,” says Laura Macdonald, chair of the department of political science. “In his new position, Dr. Cross is helping Carleton to enhance its reputation as a centre of expertise in this discipline.”
