Walters has published widely in the areas of citizenship studies; the political sociology of states and international government; the geopolitics of borders and migration; and minor theories of political power and contestation. Walters has worked on the topics of borders and asylum in the European context.

Walters’ major publications include the book Unemployment and Government: Genealogies of the Social, a co-authored volume Governing Europe (with J.H. Haahr), and the co-edited collection Global Governmentality (with W. Larner). Most recently he has published Governmentality: Critical Encounters. Walters sits on the international advisory boards of Economy & Society and Materiali Foucaultiani.
